Congress passed the Gold Bullion Coin Act in 1985, authorizing the production of an official gold bullion coin for the federal government. Under the language of the bill, the new Gold American Eagle coin must feature the same design sets each year and contain only gold sourced from within the United States.

Sculptor Miley Busiek was tasked with the creation of a reverse image for the Gold American Eagle. Her family of nesting eagles includes a male bald eagle returning to the nest with an olive branch, where a female eagle is standing guard over the nest and its hatchlings.
