The 1996 production year for Gold American Eagles marked the 10th anniversary of the coin program. The Gold Eagles were first introduced in 1986 following passage of the Gold Bullion Coin Act of 1985 by Congress. The law permitted the production of a national gold bullion coin, with Congress adding specific wording to the text that stipulated all gold used in the striking process must come from domestic sources.

Gold American Eagle coins are produced by the United States Mint using a special coining process. Each blank is polished before striking to give the design features a frosted appearance, while multiple strikes under high pressure and chemicals on the die help create a background field that is deeply-mirrored.

The obverse side of each coin bears the image of Lady Liberty created by Augustus Saint-Gaudens. He perfected his image in1907, and it first appeared on the $20 Saint-Gaudens Gold Double Eagle from 1907 to 1933.
