The US Congress authorized the production of the first Silver American Eagles following the passage of the Liberty Coin Act in 1985. The program was designed to raise funds for the federal government through the production and sale of silver bullion coins. All of the silver used in the minting of these coins came from sources in the US. The initial supply of silver came from the Defense National Stockpile. In 2002, Congress authorized the extension of the Silver American Eagle program by allowing the Treasury Department to purchase more silver once the original supply was exhausted.
Adolph A. Weinman’s image of Lady Liberty used on the Walking Liberty Half Dollar (1916-1947) is featured on the obverse side of the 1997 1 oz Silver American Eagle. In the image, Lady Liberty is seen walking toward the rising sun. Her image is surrounded by engravings of “LIBERTY,” the year of minting, and the phrase “In God We Trust.”
The reverse side of the coin features John Mercanti’s heraldic eagle image. In it, a bald eagle is set behind a heraldic shield. In one talon it holds a cluster of arrows, while the other talon holds an olive branch of peace. Above its head are 13 stars, indicative of the original 13 American colonies. The eagle is surrounded by the engravings “United States of America” and “1 oz. Fine Silver ~ One Dollar.”
