Proof Silver American Eagle coins at one point had a mintage limit in place each year. The US Mint placed low mintage limits, such as 500,000 annually, on the coins. Facing higher demand for silver in the 21st century, those limits have been removed and often the coins are struck to meet demand, though the Silver Eagle proof has never surpassed its introductory year level in 1986.

Originally designed in 1794, and refined for these coins by John Mercanti, the image includes an American bald eagle set behind the heraldic shield of the US. Mercanti was US Mint Chief Engraver from 1986 to 2010.
