The San Francisco Mint issued Proof Silver Eagles from 1986 to 1992. In 2011, the San Francisco Mint issued its first Silver Eagles in more than a decade when it released Burnished Silver Eagles. The next issue from San Francisco came in 2012 to honor the 75th anniversary of the modern mint location. Regular production of Proof Silver Eagles at San Francisco resumed in 2018, with an issue each year since that time.

The obverse of the 2019-S 1 oz Proof Silver Eagle features the Walking Liberty effigy. Designed in 1916 by Adolph A. Weinman, the image shows the full-length figure of Liberty in left-profile relief walking toward the sun on the horizon. Her right hand is outstretched while her left hand carries branches of oak and laurel. The American flag is draped around her figure.

On the reverse side of 2019-S 1 oz Proof Silver American Eagles is an image of the heraldic eagle of the United States. This design from John Mercanti shows the eagle in front-facing relief with the US national shield as it clutches the arrows of war and the olive branch of peace.
