St. Helena was uninhabited when it was discovered by the Portuguese in the early 16th century. By the mid-17th century, the East India Company of England had been granted a charter by Oliver Cromwell to fortify, settle, and govern the island. In 1821, the East India Company issued its first local coinage for St. Helena when it struck 700,000 St. Helena Half Pennies in Birmingham and shipped them to St. Helena for the local population.
